and what doesn't get paid. another big story right now, a massive and dangerous heat wave is gripping much of the nation. here's how it looks and feels across the country. take a look at the red quarter. temperatures expected to reach 104 degrees in parts of texas today, in the southeast, temperatures are expected to reach the upper 90s and more than just uncomfortable, it's dangerous. heat has already claimed the life of at least one person in illinois and adding to that, the heat is causing drought conditions in the deep south to intensify. also this morning, hundreds of thousands still without power in the chicago area after strong thunderstorms rolled through. officials warn the power there might not be back on until saturday. let's go live to rob marciano outdoors this morning, silly rob, in atlanta's piedmont park. sun still not up, so it's still probably manageable there. but a lot of the south waking up this morning to 80 degrees overnight or higher. >> yeah. that's the thing. really hasn't cooled down much overnight, ali. even if you're out before the sun comes up you're still fee

. even american banks have almost $300 billion. is italy too big to fail? >> well, certainly it is. i mean, if you have to think about a rescue package for italy no one today has the money to put it up. i mean, let's face it, as you said before, italy is six times the size of greece. so i think that everybody should be quite calm. today the markets were doing much better. it's true, as ken was saying before, part of the confusion arose because of a fight over an internal political fight between berlusconi and finance minister tremonte. but the decree for a large austerity plan was already passed. and it was because of this fight that the markets feared that maybe this decree was not going to be approved by parliament. today the situation has been clarified. by friday this package will be passed and, you know, italy is going to go on by adopting this plan and by 2014 it will have a balanced budget which is going to be quite an enviable situation if all of this will go according to plan. >> suarez: professor rogoff, the news of the austerity plan seemed to have calmed really jittery mar

market is doing. yesterday it took a big hit closing down almost 200 points. it was the 4th straight day of losses. let's bring in stuart varney to help us understand this. will the market go down again, stu? >> in general terms nobody will be prepared to forecast where the stock market will go. it's like october of 2008 when there was a decision in the house, do we bail out wall street or don't we. there was a profound reaction on wall street when that vote came in. in general terms, here is what you can say. if we get a deal -- if a deal looks likely by this weekend, the stock market will probably go up. quite sharply. if we do not get a deal at all, nothing is on the table by that next week's deadline you can expect the stock market to go down quite sharply. those are generalized expectations for stocks, but i think they are realistic. here is the news of the day. as of this morning, a letter went out from the chief executives of all the big wall street firms. that letter went out to every member of congress. everybody on capitol hill. it was a plea. get a deal done. do not default. s
